India and the United Kingdom have launched the Offshore Wind Taskforce to accelerate offshore wind development under Vision 2035. The initiative aims to strengthen the offshore wind ecosystem, improve supply chains and advance financing models in both countries.

The India-UK offshore wind taskforce will also support planning for 10 GW of evacuation capacity, marking a major step in expanding offshore wind energy and advancing decarbonization goals.

Offshore Wind Ecosystem and Global Supply Chain Focus

The task force will provide strategic leadership and coordination for India’s offshore wind ecosystem. It will focus on ecosystem planning, market design, infrastructure development and risk mitigation.

Offshore wind projects require specialised port infrastructure, marine logistics, seabed leasing frameworks and reliable turbine manufacturing.

By improving coordination and industrial readiness, the partnership aims to build a more resilient global supply chain for offshore wind deployment.

Financing Models and Risk Mitigation Framework

The India-UK Offshore Wind Taskforce will also develop viable financing models to support early-stage projects.

The government had earlier introduced a Viability Gap Funding (VGF) scheme in 2024 with a total outlay of ₹7,453 crore. 

This includes:

  • ₹6,853 crore for installation and commissioning of 1 GW of offshore wind energy projects (500 MW each off Gujarat and Tamil Nadu)
  • ₹600 crore for upgrading two ports to support offshore wind logistics

These measures aim to accelerate initial capacity addition and improve infrastructure readiness.

10 GW Offshore Evacuation Capacity Plan

Transmission planning for an initial 10 GW offshore evacuation capacity has been completed. This includes 5 GW each off the coasts of Gujarat and Tamil Nadu.

This planning is crucial for integrating offshore wind energy into the national grid. Without adequate evacuation infrastructure, large-scale renewable energy generation cannot be effectively utilised.

The new taskforce is expected to fast-track progress in line with India’s broader renewable energy targets.

Offshore Wind and India’s Renewable Energy Goals

India has made significant progress in expanding renewable energy capacity. The country has already surpassed 50% of installed electricity capacity from non-fossil sources, 5 years ahead of its 2030 target.

Current installed non-fossil capacity stands at over 272 GW, including:

  • More than 141 GW of solar
  • Around 55 GW of wind

In the current fiscal year alone, India added over 35 GW of solar and 4.61 GW of wind capacity.

Conclusion

The launch of the India-UK Offshore Wind Taskforce signals deeper energy cooperation between the two countries. With 10 GW of evacuation planning in place and financing support mechanisms introduced, offshore wind energy is positioned as a strategic driver of India’s clean energy transition.
